01.       POLICY STATEMENTS

 

01.01  This UPPS sets forth university policy regarding all new construction, alteration, and demolition projects administered or performed on university facilities (whether owned, leased or otherwise controlled by Texas State).

 

01.02   Current space allocation and alteration request procedures located at http://www.vpfss.txstate.edu/spacemgt/Allocation.htm set out review and approval procedures for all proposed construction, alteration, and demolition projects. 

 

In addition to the above procedures, the Facilities Department must review and approve proposed projects prior to beginning construction if using in-house resources or before the procurement process is initiated if the work is to be outsourced.

 

01.03  University employees and volunteers who construct on university property or who make alterations or authorize the construction or alternations to university facilities without Facilities Department approval are subject to disciplinary action. The university may hold them liable for personal injuries or property damage, or other consequences of their actions; and may require them to remove any unauthorized work.

 

02.       PROCEDURES FOR AUTHORIZING WORK

 

02.01  Once the approval process is completed pursuant to Section 01.02 of this UPPS, the requesting department must submit all project plans, specifications, and related documents, including those generated for bidding purposes, to the Facilities Department for approval. Only department heads or higher management are allowed to submit plans for approval. Regulations and codes reviewed by the Facilities Department, as they relate to submitted projects include, adherence to applicable Texas State University System Board of Regents Rules and the Policies and Procedures Manual for Planning and Construction, International Building Codes, Texas Accessibility Standards, Texas Asbestos Health Protection Rules (ref: Texas State UPPS No. 04.05.09), NFPA Standard 101 - Life Safety Code, National Electric Code, Uniform Plumbing Code, EPA, National Pollutant Discharge Elimination System (NPDES), University Standards of Construction, and Antiquities Protection.

 

02.02   The requesting department shall submit the project plans, specifications and related documents, including documents generated for bidding purposes to the Facilities Department. This submission should occur at least fifteen working days before initiating the procurement process if the university will outsource the work, or fifteen days before the desired start date if the university will perform the work in-house. If the Facilities Department denies the project as submitted, it will identify items out of compliance. If the Facilities Department approves the project, it will notify the requesting department in writing.

 

The requesting department will submit shop drawings or drawings provided by the contractor showing dimensioning and listing all actual construction, alterations, materials and equipment to the Facilities Department for its review and approval before materials and systems are ordered to assure that these drawings follow Master Plan Standards and Construction Standards.

 

            The Facilities Department will make periodic construction reviews and approvals during the project.

 

02.03  The contracting official will convene a meeting prior to beginning construction in buildings where individuals or equipment (e. g., computer servers) will occupy the building during the construction period. At this meeting, contractors will apprise building occupants and equipment owners of the means and methods to use in the construction activity in order to identify and mitigate risks to building occupants and equipment.

             

03.       RESPONSIBILITIES

 

03.01  The associate vice president for Facilities has authority to accept or reject submissions, and may delegate this authority to the director of Facilities Planning, Design, and Construction.
