MS4 Permit

The Texas Pollutant Discharge Elimination System (TPDES) issues the general permit to discharge stormwater from a municipality, which is guided by requirements of the Clean Water Act, and delegates regulatory to the Texas Commission on Environmental Quality (TCEQ).

Texas State University is regulated under TPDES General Permit No. TXR040000, also known as the Phase II Small Municipal Separate Storm Sewer System Permit (or MS4 Permit). The Phase II Small MS4 Permit is renewed every five years by TCEQ and requires small MS4s (under 100,000 population) to obtain coverage and meet certain requirements for discharging stormwater directly to surface waters within the state of Texas.

The Phase II MS4 General Permit was renewed in 2019 and the updated Texas State University Stormwater Management Program is currently under review by the TCEQ.

Construction General Permit

Construction sites disturbing more than one acre of land must obtain coverage under the TPDES Construction General Permit TXR150000. The Construction General Permit requires operators to obtain coverage and meet certain requirements for discharging stormwater from construction activities within the state of Texas. Contractors working on Texas State University campus must obtain coverage under the TXR150000 Permit if they meet the criteria described above.
