Office of Research and Sponsored Programs
The primary mission of Office of Research and Sponsored Programs is to support and promote the research and scholarly creative activity needs of the faculty and staff while ensuring compliance and scholarly integrity. Toward that end, the ORSP assists the University research community advance research and commercialization efforts, encourages interdisciplinary activities across campus, facilitates collaboration with external partners, and provides matching funds to support new programs and initiatives. In addition, this office provides administrative support for research activities through the Pre and Post Award Support Services, Research Integrity and Compliance, Research Development and Strategic Initiatives and Research Records and System Services. Research Development and Strategic Initiatives (RDSI)
The mission of Research Development and Strategic Initiatives is to identify and coordinate strategic initiatives that will advance the mission to support scholarly and creative activity at Texas State. This includes: communicating research strengths and opportunities to the internal and external community; enhancing collaboration by identifying partners and facilitating interactions with those partners; providing resources and tools to promote preparation of proposals; and providing faculty development opportunities as they relate to acquiring external funding. Pre and Post Award Support Services
Research is the principal source of technological innovations and economic expansion for our state and country. Pre and Post Award Support Services at Texas State University—San Marcos promotes externally funded research, scholarly and creative activity, public service, instruction, training, and other projects. Pre and Post Award Support Services is the central source of information for major government agencies, foundations, and corporations that support research and other sponsored programs. Pre and Post Award Support Services staff provides assistance to faculty members, administrators, and students from proposal development and planning through implementation and administration of funded projects. Technology Transfer and Contracts (TTC)
The mission of Technology Transfer and Contracts is to coordinate the university’s commercialization and industrial activities, to enhance and promote its applied research and development activities, assist in the capture of commercial research and development funding, to enhance the University’s entrepreneurial platform, and to provide resources for the support and enhancement of “education with relevance.” The overall goal of the Incubator Program located at the Science, Technology and Advanced Research (STAR) park is to provide space and infrastructure to expedite research and commercial development of promising technologies in the context of viable, well managed, start-up and early stage companies. Research Records and System Services (RRSS)

Research Integrity and Compliance (RIC)
The overarching mission of Research Integrity and Compliance is to ensure that Texas State meets or exceeds the regulatory and ethical standards for the conduct of research to which the University is bound. We function as a conduit of information from regulatory agencies to the individual researchers, communicating in the most effective way possible the prescribed procedural and regulatory compliance required of the researcher, providing them with the support, resources, and processes necessary to meet those requirements, documenting and maintaining records of compliance efforts, and completing the cycle by reporting compliance activity back to the regulating agencies, enabling forward progress of the University’s research mission. Testing Research Support and Evaluation Center (TREC)
TREC provides individual consultation to researchers to assist and instruct them on key elements of research including writing good survey items/measurement issues, Selection of appropriate statistical procedures, conducting example analyses using SPSS, Interpretation of results, developing web-based surveys and managing data at project completion. TREC also provided is assistance with the preparation of research proposals seeking funds from external sponsors of at least $75,000. Finance and Support Services
The Division of Finance and Support provides business and financial support services to colleges, academic departments, research centers, and institute to assist with research and scholarship. The individual offices are listed below along with a brief description of specific services and contact information.
General Accounting Office
The General Accounting Office is responsible for processing and assisting with Travel advances, Research advances and Non-purchase order payments. In addition, GAO assists with account setup and management for internal grant programs such as the Research Enhancement Program, Student Undergraduate Research Program, Freeman Fellows Graduate Research Program and one-time funding allocated by ORSP. Purchasing and Contracting Services
Services provided by this office include the following: small dollar purchases through P-cards, preferred vendor purchases through E-procurement (BOBCATalog), bid solicitations through the SAP purchasing system, domestic and International shipping & logistics, competitive bidding through the Electronic State Business Daily (ESBD),training on the creation of requisitions in both the E-procurement (BOBCATalog) and SAP systems. Materials Management and Logistics Services
The services provided to the research community consists of receiving and delivery of purchased items, shipping of freight, reutilization and disposal of surplus property, logistical support for handling of equipment and furniture, inventory and asset management. Payroll and Tax Compliance

The Budget Office provides administrative support to all internal grant programs (REP, SURF, Freeman Fellows, ORSP one time support, faculty startup funds, etc.). It is also integral in general financial oversight of Research Service Center, University-Industry partnerships individual faculty testing and analysis agreements. Various Facilities departments are available to identify facilities and utilities capabilities, limitations, and enhancement requirements associated with lab renovations, grant proposals, and growth in research faculty and staff. Specifically, the following departments can provide guidance and support as noted below. Facilities Staff is also a resource regarding Campus Master Plan objectives, Construction standards, code compliance requirements, energy usage, and sustainable design/operating procedures.
This office is responsible for facilities and internal building infrastructure (e.g., HVAC, power, compressed air, emergency power, etc.) and can provide information regarding facilities capabilities, condition assessments of building components, limitations that will impact project costs and operating costs, and space renovation requirements. This area is responsible for the utilities infrastructure (e.g., steam, chilled water, power, natural gas, potable water, etc.) and providing information regarding capabilities including an assessment of the capacity, reliability and redundancy of the utilities servicing a building. Planning, Design and Construction
This group is available to help develop the scope of work, cost estimate and procurement strategies to accomplish renovation, modernization and major repair projects, Building Code requirements, Occupancy Classification limitations with regard to chemical quantities, and design impact regarding Life Safety Code compliance. The mission of the Office of Human Resources is to provide outstanding service in the areas of staff compensation, classification, employment, employee relations, faculty and staff benefits, records management, and communication in support of the mission, goals, and values of the Finance and Support Services Division and the University. The Office of Human Resources supports scholarly and creative inquiry by anticipating and meeting the needs of faculty in these core support areas and doing so in a courteous, responsive, and enthusiastic manner. High Performance Computing and Data Management Plans
High Performance Computing is an area of specialized support for individuals and groups. This individualized support is tailored to each investigator and his/her associates. The HPC technical team is comprised of technologists who are responsible for the acquisitions, configuration, and deployment of HPC platforms. Technology Resources (TR)
TR delivers secure telephone, computing, and Internet access as well as customer-focused technical support and training to assure optimal use of information technology. IT Security at Texas State strives to ensure the confidentiality, integrity, and availability of University data, information, communications, and services. To accomplish this, we research, educate, assess, and consult in the areas of security risk, practice, policy, and technology. Albert B. Alkek Library is the most important information resource of the Texas State University community. The mission of the library is to help our patrons succeed by providing high quality library services and information in a variety of formats to support the university's teaching and scholarly and creative activity. Texas State University is now classified as an Emerging Research University by the Texas Higher Education Coordinating Board. This status allows the university to apply for matching funds to leverage private gifts for the enhancement of research productivity and faculty recruitment as specified in Section 62.123 under Texas Education Code, Chapter 62, Subchapter G. According to the procedures established by the Coordinating Board, the university will submit documentation to the Coordinating Board for certification of eligible gifts.
