Required Human Subjects Protection Training Information
The CITI Course
Texas State University’s Assurance with the federal Office of Human Research Protections requires that the University provide an education program in Human Subjects Protection (HSP). Completion of the basic HSP course will be required for Texas State faculty and students submitting an application to the Institutional Review Board (IRB), and for faculty supervising student applicants.
Beginning November 17, 2006, the nationally recognized training program by CITI (Collaborative Institutional Training Initiative) will be used by Texas State to fulfill the federal training mandate. More than 600 other institutions utilize this web-based program. Curriculum content is provided by well-known experts and is updated regularly.
The CITI program is available online 24 hours a day. The curriculum consists of a variety of self-paced modules with short multiple-choice quizzes, customized for specific learner groups. When registering for the CITI course, applicants will choose one of the following learner groups.
1. It is very important to choose the correct learner group. Faculty should only choose from one of the two faculty groups below. Faculty should be sure their students understand that they must must choose one of the three student groups.
Students and faculty should NOT choose “Administration” or “Institutional Review Board.”
2. The training program will ask you whether or not you have taken a previous training. YOUR ANSWER SHOULD BE NO. If you answer yes, you will be sent to the refresher training, which will not be accepted.
If you have taken a previous training elsewhere and you want to see if you can substitute it, call the IRB administrator first.

Most undergraduate applicants involved in minimal-risk research can register for the special “Students in Research” module, which they should be able to finish in approximately a half-hour. The more advanced student course is available for graduate students, or for any student whose supervising faculty member prefers it.
Applicant registration and course completion is completely self-paced. At any time learners can access their own training records and print/download a Completion Report that details their accomplishments.
There is no need for the applicant to send their Completion Report to the IRB Administrator. As soon as an applicant completes the course, the IRB Administrator receives notification from the CITI system. The IRB Administrator will download the applicants Completion Report, and it will be attached to the applicant’s IRB application. The IRB application will not be processed without an Applicant Completion Report..
It is not necessary for applicants to repeat the CITI course every time they submit an IRB application. The Applicant Completion Report will remain on file in the Office of Sponsored Programs.
NOTE: Faculty and students who have already completed the previous Texas State HSP training do not have to take the CITI course this year. However, all HSP Certification numbers will expire at the end of the Spring 07 semester.

**The Students in Research (minimal risk) is for students only. Faculty members must complete either the Social and Behavioral or Bio-medical Faculty course.
