
Chief Diversity Officer and
Director of Equity and Access Title IX Coordinator
Herman Horn is the Chief Diversity Officer, Title IX Coordinator, and Director of Equity and Access for Texas State University - San Marcos. Dr. Horn’s professional background includes over 16 years of experience in state government leading complex organizations in their efforts to promote diversity and inclusion; in dispute resolution through investigation, mediation and other alternate dispute resolution methods; in reviewing recruitment, application, and hiring recommendations; and in conducting training on discrimination and harassment. Additionally, Dr. Horn has over 20 years of military experience where he held several positions relating to diversity and equal opportunity. Organizations he has led have been recognized as models of effectiveness. He served as an adjunct faculty at several colleges most recently Austin Community College. Dr. Horn holds a Bachelor of Science degree in Business administration, a Master of Public Administration degree and a Ph.D. in Adult Professional and Community Education.

Equity and Access Analyst
Ms. Cynthia Prado, Equity and Access Analyst, began her employment with the Office of Equity and Access in 1997. Ms. Prado has been employed with Texas State University since 1990 and has served many departments within the university including the Office of the Associate Vice President for Budgeting and Administrative Services, the Office of the Vice President for University Advancement, the Associate Vice President for Human Resources and University Affairs, and currently, the Office of Equity and Access. During her time with Texas State, Ms. Prado has developed and maintained a close relationship with the university community in providing advice and consultation in many aspects of the university’s needs throughout the campus. Ms. Prado is the primary contact on hiring and selections and serves as the office manager.

Melissa Amaya has a degree in Communication Studies from The University of Texas-Pan American and is currently pursuing a Masters in Public Administration at Texas State University. She enjoys working to address the needs and concerns of students, faculty, and staff. As an Equity and Access Analyst her duties include gathering data for various reports including the Affirmative Action/Recruitment Plan, annual Diversity Assessment Report, and Title IX Compliance. Melissa reviews policies and procedures to ensure compliance with federal and state law requirements. She is also involved in the dispute resolution process functioning as the primary point of contact. Melissa proudly serves Texas State University in its mission to serve the needs of diverse populations.

Equity and Access Student Worker
Julia Glenn is a Senior at Texas State University pursuing a Bachelor of Science Degree in Exercise and Sports Science with a concentration in Pre-Physical Therapy. She is part of the Honors Program and is an active member of Honor Society Clubs Alpha Lambda Delta and Phi Eta Sigma. Julia assists Cynthia with hiring and selection reviews and other general office tasks.

Graduate Research Assistant
Leon Langford is a graduate student studying for his masters in English Literature. He graduated from his Alma Mater, George Mason University in 2011, with a degree in English and a minor in Communications. Leon brings experience from his time at Amnesty International, Young Ambassadors, Jack and Jill of America Inc., and his time as a technical assistant at Headquarters, US Marine Corps. Leon assists Melissa in data gathering, research and report preparation.
