This colonia, in the Lower Valley of El Paso, is adjacent to the border between Texas and Mexico. The body of water seen in this panorama is not the Rio Grande, but a canal located on the American side of the border. The banks of the Rio Grande can be seen along the line of trees in the distance, and the flow of the river is just a trickle in this area.
