01.       POLICY STATEMENTS

01.01    We at Texas State are committed to the provision and maintenance of appropriate physical facilities which contribute to a comfortable and conducive learning and work environment. The following procedure contributes to the fulfillment of this policy.

01.02    This UPPS sets forth policies for the addition of exterior signage and modification of existing exterior signage on the Texas State campus.

02.       CAMPUS SIGNAGE COMMITTEE

02.01    A standing committee will be appointed to serve as a review body for exterior signage issues.  The committee will be convened at the request of the Facilities Department to address issues that fall outside the scope of this UPPS and to review sign proposals for new construction.

02.02    The committee will be composed of representatives from the Vice President for Student Affairs, Associated Student Government, Faculty Senate, Facilities, Parking Services, Admissions, Auxiliary Services, and Office of Disability Services. The Associate Vice President for Facilities or his/her designee will chair the committee.

03.       SIGN CLASSIFICATIONS AND STANDARDS

03.01  All campus exterior wayfinding signage and graphics will conform to the Southwest Texas standards. (The Sign Standards are too lengthy for attachment, see Section 03.03.)

03.02    The following sign types and their functions fall under this signage policy:

Orientation:    To locate users within an environment.  Includes maps, building landmarks, bell-towers, pylons, sculptures, water towers, etc.

Direction:       To guide users to destinations.  Includes directional signs at decision points for vehicles and pedestrians, attendants at information kiosks, etc.

Identification: To confirm destinations; to establish recognition of a particular building, area, object, room or person.  Includes campus identification signs, building identification signs, street numbers, parking area identification, shuttle bus route identification, emergency assistance station, personnel titles, etc.

Regulation:     To display rules of order, as for conduct or prohibited activity/access, prescribed by administration or other regulating authorities. To regulate and ensure accuracy of operation. Includes traffic control devices, legal notices, security regulations, do’s and don’ts, warnings, and marketing, exit signs, code required signs, etc.

Information:    To communicate knowledge concerning destinations, facts, circumstances, or announcements.  Includes shuttle bus maps, marquees, building/floor directories, hours of services, etc.

The Sign Standards are too lengthy for attachment, see Section 03.03.

03.03  The Director of Facilities Management in the Facilities Department should be contacted directly for specific signage information related to typeface, arrow and symbols guidelines, color standards or standard sign types. (The Sign Standards are too lengthy for attachments.)

04.       Designation of Building Occupants on Signs

04.01    Building and departmental names will conform to the Board of Regents’ approved name designations.

04.02    There will be limited use of department names on directional and building signs.

04.03    For academic buildings, departments included in the building will be reflected on building signs.

05.       Procedures for Signage Involving New Construction and Major Renovation

05.01    Signs installed with new construction or major renovation of a university facility will conform to the sign classifications referenced in the signage graphic standards document.

05.02    The Facilities Department will work with the building designer and building    occupant to determine appropriate location of all new exterior signs within a construction site. ADA signage will be reviewed by the Office of Disability Services.

05.03    The Facilities Department will evaluate the impact of the new structure on the existing directional wayfinding signs.  Prior to installation of new signs and making changes to the existing signs, the Facilities Department will request a meeting with the Committee to present planned additions and changes to the signage system.

05.04    Funding for signs related to major renovations and new construction should be included as part of the budget for those projects.

06.       PROCEDURES FOR Modification of Existing Sign System

06.01    The Facilities Department will make changes as necessary to existing signs when the building use changes or university departments are relocated or renamed.  These modifications to signs will be in accordance with the policy set in the signage graphic standards document. Modifications will be funded from the building renovation account, department relocation account, or by other departmental funds.  All text changes will be made by the Facilities Department within thirty (30) days of the date the building or building space is occupied.

07.       Parking and Transportation Signage Procedures

07.01    Parking identification signs will conform to the university standard, as described in Section 03 of this UPPS.  Parking Services will initiate all requests for modifications to the existing parking signs.  Requests for parking sign modifications will be submitted by Parking Services in writing to the Work Control Center of the Facilities Department.

07.02    Shuttle bus signage will conform to the university standard, as described in Section 03 of this UPPS.  The Auxiliary Services Office will initiate all requests for modifications to the existing shuttle bus signage. Requests for shuttle bus sign modifications will be submitted by Auxiliary Services in writing to the Work Control Center of the Facilities Department.

07.03  Parking Services or Auxiliary departmental funds will be used for signs related to parking and transportation signs.

08.       Policy Violations

08.01  Posting, display, or attachment of any material on a sign covered under this policy is expressly forbidden.  Refer to UPPS No. 07.04.02, Posting/Distribution of Temporary Signs, Informational Booths, & Banners on Campus.

 08.02 Violation of this policy will result in the signage being removed at the violator’s expense.
