01. POLICY STATEMENTS
01.01 The safe travel of students, faculty, staff, and guests for university functions to and from events and activities at Texas State University is the goal of this policy.
01.02 Departments shall replace their 15-passenger vans used for transporting passengers with alternative forms of transportation when it is time to purchase new or replacement vehicles. The new vehicle must meet manufacturer recommendations and shall not exceed 10-12 passenger weight limits.
01.03 Departments shall not lease or rent 15-passenger vans to be used for transporting passengers or towing.
02. SAFETY REQUIREMENTS FOR PASSENGER VANS
02.01 Departments may continue to utilize 15-passenger vans currently in their fleet, but must enforce the following recommendations until these vans are replaced with alternative forms of transportation.
a. Cellular Telephones: The van driver shall not use a cellular telephone while operating a vehicle.
b. Number of Occupants: The number of occupants in a passenger van shall not exceed twelve including the driver.
c. Seat Belts 3-Points: Seat belts and other occupant restraint devices shall be worn at all times by all occupants. Any malfunctioning seat belts shall be repaired or replaced immediately.
d. Trips exceeding 350 miles one-way must include two qualified and university approved drivers.
e. Limit Driving Time: All operators should take frequent breaks, every two hours.
f. Drivers and all passengers traveling in passenger vans must refrain from excessive loading of the vehicle. Equipment and baggage shall not be piled higher than seat level.
g. Towing is prohibited unless the vehicle is properly outfitted by the manufacturer for towing.
Anytime a passenger van is operated with fewer than
ten passengers, all passengers must sit as far forward in the vehicle as
possible. Any cargo carried inside the vehicle must be positioned as far forward
i. Using the roof or exterior of these vehicles to carry loads of any kind is prohibited.
02.02 All accidents involving any vehicle owned, leased, hired or borrowed by Texas State should be reported immediately to the direct supervisor of the employee responsible for the trip, local law enforcement authority and Environmental Health, Safety and Risk Management at (512) 245-3616.
