01.       POLICY STATEMENTS

 

01.01  Retired faculty, staff, and administrators constitute a vital part of the University community. It is appropriate for the University to maintain and encourage relationships with retired faculty, staff, and administrators.

 

01.02  Systematic relationships between the University and retired faculty, staff, and administrators will be maintained through University Advancement.

 

01.03  This UPPS documents the automatic and optional benefits and courtesies to be made available to retiring faculty, staff, and administrators.

 

01.04  In addition to the automatic and optional benefits outlined in this UPPS, eligible faculty upon retirement may qualify to receive the title of Instructor Emeritus, Assistant Professor Emeritus, Associate Professor Emeritus or Professor Emeritus in accordance with policies outlined in Regents’ Rules and Regulations and procedures established by the Provost and Vice President for Academic Affairs.

 

02.       ELIGIBILITY FOR BENEFITS

 

02.01  Individuals eligible for the benefits described in this policy are defined as all of those persons who have retired from faculty, staff, or administrative positions at Texas State. "Retired" shall be defined, in accordance with UPPS No. 04.04.52, as those persons eligible for full retirement benefits or reduced annuity benefits as determined under Coordinating Board provisions.

 

02.02  Applicable honorary benefits are available to surviving spouses of retirees.

 

02.03  Faculty on modified or phased retirement employment are eligible to receive the automatic and optional benefits outlined in this UPPS with any special conditions noted below.

 

03.       BENEFITS

 

03.01  University Advancement, with support from the Human Resources Office, will coordinate the provision of benefits described below.

 

03.02  Benefits provided to those persons who have retired from faculty, staff, or administrative positions include:

 

a.   University Identification Card a University identification card provided by I.D. Services denoting "retired staff" or denoting previous academic rank and the designation "retired faculty." In the case of holders of an emeritus title, the identification card shall denote the appropriate emeritus title;

 

b.   Library privileges library privileges upon presentation of a “retired faculty” or “retired staff” identification card;

 

c.   Restricted Parking Sticker if fully retired, a complimentary restricted parking decal, available through Parking Services; or if employed on a modified or phased retirement basis, a restricted parking decal at the same rate as full-time faculty and staff, available through Parking Services;

 

d.   Athletic Tickets upon request, two complimentary general admission tickets to all regular season varsity athletic events except football to be provided upon presentation of a “retired faculty” or “retired staff” identification card at the event. Alternatively, retired faculty and staff may purchase two reserved season tickets to athletic events at the same rate available to full-time faculty and staff. Note:  Retirees who have received free season athletic tickets in the past will continue to receive them. If such tickets are not claimed in any year, this privilege will be lost.

 

e.   Business Cards a minimum order (currently 250) of business cards with last rank and title, "retired," and the appropriate emeritus title if applicable printed at cost, available through the University Print Shop and paid for by the retiree;

 

f.    Hillviews Hillviews magazine and other mailouts;

 

g.   Fine Arts Events upon request, two complimentary season passes to Fine Arts events;

 

h.   Faculty Office Space an office and appropriate secretarial support in the department from which the faculty member retired, when available (with availability determined by the specific department, subject to approval of the department chair or school director and the college dean);

 

i.    University Bookstore discounts from the University Bookstore on certain purchases at the same rate as full-time faculty and staff;

 

j.    Student Recreation Center upon request, semester or annual membership to the Student Recreation Center at the same rates as full-time faculty and staff;

 

k.   NetID and e-mail services upon request from the retiree, maintenance of a Texas State NetID and access to e-mail services not including web hosting services (except for those who retired before 2007 who currently have an active website). University Advancement will assure that retired faculty and staff using NetID will be included in the data base used by the Texas State internet people search;

 

l.    Texas State Retired Faculty and Staff Association – one year free membership in the Texas State Retired Faculty and Staff Association;

 

m.  Distribution lists – University Advancement will assure that retired faculty and staff who wish to maintain contact with the University will be added to mailing lists and e-mail distribution lists used to send information to all faculty and staff at the University, college, and school levels. Departments are encouraged to include interested retirees on their mail and e-mail distribution lists.

 

n.   Thesis and Dissertation Committee participation holders of emeritus titles who were members of the Graduate Faculty at the time of their retirement are eligible to serve on thesis and dissertation committees, subject to approval of the department chair or school director and the college dean and subject to the regular Graduate Faculty review process.

 

o.   Committee Membership at the invitation of the appropriate University, college, department, or school, holders of emeritus titles may retain membership (without vote) in the university, college, and department or school committees of which they were members at the time of their retirement.

 

p.   Graduation – The Office of the Provost will invite retired faculty to march in academic regalia with the general faculty at each University graduation.

 

q.   Catalog Listings – The Office of the Provost will assure that holders of emeritus titles will be listed in each University Undergraduate Catalog and that all retired faculty and staff with e-mail addresses will be included in the annual Texas State Faculty and Staff Directory.

 

r.    Course Auditing – informal auditing of courses at no charge, provided that space is available, with the consent of the offering department or school and the faculty member teaching the course prior to the first class meeting.

 

03.03  Retirees may be eligible to continue certain group insurance coverage.  Eligibility information is available through the Texas State Human Resources Office.

 

3.04    Departments and schools are encouraged to list emeriti faculty (with e-mail addresses if available and biographical material if desired) on their websites.

 

04.       PROCEDURES FOR BESTOWING BENEFITS

 

04.01  University Advancement is responsible for:

 

a.   notifying eligible retiring faculty and staff members of all automatic benefits they will receive and all optional benefits for which they are eligible;

 

b.   implementing appropriate procedures for processing requests for optional benefits;

 

c.   serving as a liaison as necessary in relationships between eligible retirees and the University.
