Texas State University-San Marcos
Official UPPS No. 03.01.01
Issue No. 3
Effective Date: 11/3/93
Review: Nov 1 E4Y

01. POLICY STATEMENT

01.01
We at Texas State are committed to providing sound financial stewardship through accounting, budgeting, monetary management systems, and fundraising activities which maximize the institution's fiscal posture. This procedure contributes to the implementation of this policy.

02. PROCEDURES FOR RECEIPTING UNIVERSITY FUNDS

02.01
University funds may not be used in fundraising unless such funds are receipted to the University's books or the University receives appropriate consideration. The President or the VPFSS must approve the consideration arrangements. When the funds are not receipted to the University's books, a written agreement is normally required.

02.02
It is advantageous for the University to assure that University-related clubs and organizations maintain proper bookkeeping. Therefore, the University may arrange to perform bookkeeping functions for these groups at no charge through the University's club account program. A University-related foundation may be handled in the agency fund category. Interested groups should contact the Comptroller.
