01.       POLICY STATEMENTS

 

01.01  This policy establishes the procedures for Texas State University’s ethics policy.

 

01.02  The university adopts as its policy The Texas State University System (TSUS) Board of Regents’ ethics policy as published in Chapter VIII of The TSUS Rules and Regulations, and incorporates its provisions into this policy.

 

01.03  University employees should refer to the Regents' Policy for ethical questions involving:

 

a.   anti-fraud policy and reporting of wrongful or fraudulent conduct;

 

b.   travel expenses and allowances;

 

c.   conflicts of interest;

 

d.   Texas State’s code of ethics;

 

e.   benefits, gifts, and honoraria;

 

f.    political activities;

 

g.   use of official authority;

 

h.   dual office holding; and

 

i.    ethics training.

 

01.04  Other Texas State policies relating to ethical responsibilities include:

 

a.   TSUS Sexual Misconduct Policy;

 

b.   Nepotism and Related Employment: UPPS No. 04.04.07;

 

c.   Outside Employment and Activities: UPPS No. 04.04.06;

 

d.   Texas State University Property and Equipment: UPPS No. 05.01.01;

 

e.   Gifts from University Funds: UPPS No. 04.03.02;

 

f.    Reporting Criminal Offenses: UPPS No. 01.04.40; and

 

g.   Appropriate Use of Information Resources: UPPS No. 04.01.07.

 

01.05  Employees may seek advice on ethical issues from The TSUS Office of General Counsel.

 

02.       DEFINITION

 

02.01  In this policy, “employee” refers to all Texas State University employees, including full- and part-time faculty, staff, and student employees.

 

03.       PROCEDURES FOR PUBLICATION OF THIS POLICY

 

03.01  The assistant vice president for Human Resources will publish a synopsis of this policy in the Staff Handbook and annually in the Human Resources Bulletin.

 

03.02  The provost and vice president for Academic Affairs will publish a synopsis of this policy in the Faculty Handbook.
