01. POLICY STATEMENTS
- 01.01
- We at Texas State are committed to the efficient and effective fulfillment of the institution's mission. To this end, the executive management of Texas State will be carried out in accordance with the Texas Higher Education Coordinating Board; Regents' Rules of the Texas State University System; and local, state, and federal law as applicable. The following procedure contributes to the implementation of this policy.
02. GENERAL GUIDELINES
- 02.01
- In this UPPS "employee" refers to all Texas State employees, including full and part-time faculty, staff, and student employees.
- 02.02
- The Board of Regents, Texas State University System, has adopted a comprehensive ethics policy, published in Chapter VIII of the Board's Rules and Regulations. Texas State adopts the Regents' policy as the University's ethics policy and incorporates its provisions into this UPPS. A copy of the Regents' Policy can be found in Attachment I.

- University employees should refer to the Regents' Policy for ethical questions involving:
- a.
- travel expenses and allowances;
- b.
- conflicts of interest;
- c.
- our code of ethics;
- d.
- benefits, gifts, and honoraria;
- e.
- political activities;
- f.
- use of official authority;
- g.
- dual office holding; and
- h.
- ethical training.

- Texas State'S other policies relating to ethical responsibilities include:

- Employees may seek advice on ethical issues from the University Attorney.
03. PROCEDURES FOR PUBLICATION OF THIS POLICY
- 03.01
- The Director of Personnel will publish a synopsis of this policy in the "Staff Handbook" and annually in the Personnel Bulletin.
- 03.02
- The Vice President for Academic Affairs will publish this policy in the "Faculty Handbook".
04. MAJOR RESPONSIBILITIES ASSOCIATED WITH THIS UPPS
