01. POLICY STATEMENTS

01.01 We at Texas State are committed to the efficient and effective fulfillment of the institution's mission. To this end, the executive management of Texas State will be carried out in accordance with The Higher Education Coordinating Board; Regents' Rules of the Texas State University System; and local, state, and federal law as applicable. The following procedure contributes to the implementation of this policy.

01.02 The Board of Regents policy, Chapter IX, Private Support Organizations, is stated as follows:

a. "The Trustees of private support organizations will provide the board, through the university president, an annual report."

01.03 The purpose of the UPPS is to define the procedure for providing Texas State Support Foundation, Texas State Development Foundation, Alumni Association, Parents’ Association, Friends of the Fine Arts and Communication and the Bobcat Athletic Foundation annual fiscal reports to the Board of Regents.

02. PROCEDURE FOR PROVIDING ANNUAL FOUNDATION FINANCIAL REPORTS TO THE BOARD OF REGENTS

02.01 Responsibilities:

a. The Vice President for Finance and Support Services is responsible for submitting the annual financial report for the Texas State Support Foundation.

b. The Vice President for University Advancement is responsible for submitting the annual financial report for the Texas State Development Foundation, Alumni Association, and Parents’ Association.

c. The Vice President for Academic Affairs is responsible for submitting the annual financial report for the Friends of the Fine Arts and Communication.

d. The Vice President for Student Affairs is responsible for submitting the annual financial report for the Bobcat Athletic Foundation.

02.02 Accompanying the board orders (see Attachment I for examples) will be an enclosure consisting of the annual financial report and a narrative.
