Texas ASPA & CPM Conference Held on the Campus of The University of Texas at San Antonio

On Friday November 10, 2006, the Annual Texas American Society for Public Administration (ASPA) and Certified Public Manager (CPM) Conference was held on the Downtown Campus of the University of Texas at San Antonio. The Conference was sponsored by the South Texas Chapter of ASPA, the College of Public Policy and the Public Administration Department of the University of Texas at San Antonio and Texas State University’s William P. Hobby Center for Public Service.

The 2006 conference coordinators were Dr. Jerrell Coggburn, of the Department of Public Administration at the University of Texas at San Antonio and Dr. Howard Balanoff, Professor & Director of the Texas CPM Program and Texas State University’s William P. Hobby Center for Public Service.

The 2006 Texas Conference featured 15 breakouts and 1 plenary session. Delivering the plenary presentation was Austin political expert Mr. Harvey Kronberg, editor of the Quorum Report. Mr. Kronberg conducted a review and analysis of the recent national and Texas elections.

Mr. Kronberg told the audience of about 175 participants that the recent elections indicated a shift away from one party rule in Texas. It also meant that the political leadership in Texas including the Governor, Texas Speaker of the House and Lt. Governor would have to shift their governing style from autocratic to more democratic.

Mr. Kronberg also provided the participants of the Conference with an insight into a variety of important Texas political issues such as redistricting and school finance. He also reviewed and analyzed the activities and actions of the State’s top political leaders such as the Governor, the Lt. Governor & the Speaker of the Texas House of Representatives.

The Texas ASPA & CPM Conference featured a series of breakout panels which focused on building bridges across public administration boundaries. These panels were sponsored by university public administration and public policy programs across the state and included the following topics.

Additional breakout panels focusing on professional development were composed of faculty, alumni and students from MPA & CPM Programs at Texas universities were conducted during the Conference. Of special interest to students were two breakout sessions that focused on helping individuals prepare for interviews and develop effective resumes.

In addition to the panels Texas ASPA leaders, MPA Coordinators and CPM Alumni held their business meetings at this Conference.

Officers for the Texas Society of Certified Public Managers elected for the following year include President Naomi Hines, Manger for the Department of Public Works & Engineering of the City of Houston (right), Vice President Cheryl Dunlop, Director of Administrative Services for the City of Rockwall, Texas (center) and Marlene McMichael, Executive Director of the Snead Research Lab of Georgetown Texas.

As a companion to the Conference, the 3rd Annual CPM & ASPA golf tournament was held in conjunction with the Conference. The tournament was conducted on Thursday November 9th at the Quarries Golf Course located in San Antonio, Texas.

The Annual Texas ASPA & CPM Conference is a result of close collaboration between the Texas CPM Program and the various ASPA Chapters throughout the State. Hobby Center for Public Service at Texas State University, the Department of Public Administration at UT San Antonio and the other graduate programs in public administration located throughout the State of Texas.

District 4 Texas ASPA & Texas CPM Conference Held in Austin, Texas
Chancellor Charles Matthews Delivers William P. Hobby Distinguished Lecture

On Friday September 30, the District 4 Conference of the American Society for Public Administration (ASPA) and the Texas Certified Public Manager (CPM) Conference was held at the LBJ School of Public Affairs on the campus of the University of Texas at Austin. The Conference was sponsored by the Centex Chapter of ASPA, Texas State University’s William P. Hobby Center for Public Service and UT’s LBJ School of Public Affairs.

The conference coordinators were Dr. Ken Matwiczak, of the LBJ School of Public Affairs at the University of Texas at Austin and Dr. Howard Balanoff, Professor & Director of Texas State University’s William P. Hobby Center for Public Service.

The Texas Conference featured 10 breakout sessions and 3 plenary speakers. Delivering the William P. Hobby Distinguished Lecture was the Honorable Charles Matthews, Chancellor of the Texas State University System and former Commissioner of the Texas Railroad Commission. Chancellor Matthews is a member of ASPA and a graduate of Texas State University’s CPM and MPA Programs. His speech, Border to Border and Beyond touched on both relations with Mexico and the impact of hurricanes Katrina and Rita on the local, national and international economy.

Michael Yoder, US Consul for Nuevo Laredo conducted the afternoon plenary session. Mr. Yoder discussed US Mexico relations in general and specifically referred to the recent violence in Nuevo Laredo and its impact on both the border area and the United States.

Another plenary session was given at lunch by LBJ School Interim Dean Bobby Inman. Dean Inman is the former Deputy Director of the US Central Intelligence Agency During his session entitled, “Crisis Management and Planning” Dean Inman reflected on the recent responses to hurricanes Katrina and Rita and what the government can do to provide improved response in the event of natural disasters and/or terrorist attacks.

The Honorable Sherri Greenberg, Senior Lecturer of the LBJ School of Public Affairs and former member of the Texas House of Representatives delivers a presentation on performance and accountability at a breakout panel of the Texas ASPA & CPM Conference.

Additional sessions were sponsored by Texas State University’s MPA Program; UT’s LBJ School of Public Affairs and the Political Science Department of Stephen F. Austin State University. Also participating on panels were faculty and students from Texas Tech University, Texas A&M University & the University of Houston.

In addition to the panels Texas ASPA & CPM leaders and MPA Directors and held their business meeting at this Conference. The Directors Meeting featured a dialogue between university faculty and city managers from around the state of Texas. The goal of the meeting was to work toward improved communication between Texas Universities and the city managers who make up the Texas City Managers Association.

As a companion to the Conference a golf tournament was held in conjunction with the Conference. The tournament was conducted on Thursday September 29th at the Quail Creek Country Club located in San Marcos, Texas.

United States Congressman Ruben Hinojosa Delivers the William P. Hobby Distinguished Lecture at Texas ASPA & CPM Conference held on the Texas State University Campus

On Friday October 15, the Annual Texas American Society for Public Administration (ASPA) and Certified Public Manager (CPM) Conference was held at the LBJ Student & Conference Center on the campus of Texas State University in San Marcos, Texas. The Conference was sponsored by the Centex Chapter of ASPA, Texas State University’s William P. Hobby Center for Public Service, UT’s LBJ School of Public Affairs and the Austin Chapter of the Institute of Internal Auditors.

The conference coordinators were Dr. Ken Matwiczak, of the LBJ School of Public Affairs at the University of Texas at Austin and Dr. Howard Balanoff, Professor & Director of the Texas CPM Program and Texas State University’s William P. Hobby Center for Public Service.

The Texas Conference featured 10 breakout sessions and 3 plenary speakers. Delivering the William P. Hobby Distinguished Lecture was current US Congressman, Ruben Hinojosa. The title of Congressman Hinojosa’s Lecture was Accountability & Ethics in the Public Service.

Congressman Hinojosa told the audience of about 200 participants that US Congressmen of both parties need to conduct their activities and actions in accordance with the United States Congress Code of Conduct. Congressman Hinojosa stressed that the divided and partisan nature of Congress in the last 4 years has led to serious deviations from the Congressional Code of Conduct and this has made it extremely difficult for legislators to get their work done in an ethical and timely manner.

Mr. Kronberg provided the participants of the Conference with an insight into a variety of important Texas political issues such as redistricting and school finance. He also reviewed and analyzed the activities and actions of the State’s top political leaders such as the Governor, the Lt. Governor & the Speaker of the Texas House of Representatives.

Another plenary session was given by LBJ School Professor, Bill Black. Professor Black is also the Director of the Center for Fraud Abuse at the University of Texas at Austin. His session was entitled, “Texas' Role in the California Energy Crisis: Why We Need to take Fraud and Collusion Seriously”. Professor Black focused on corporate fraud and used examples from Enron and the Charles Keating Savings & Loan scandal to illustrate the negative impact of such scandals on both the public and private sectors.

Computer Forensics by Richard Cannon, Senior Investigator of the Texas State Auditor’s Office

Contract and Procurement Fraud by John F. Weber, Manager of the Special Investigation Unit of the Texas State Auditor’s Office

Identity Theft by Harold Burns, Senior Investigator, Texas State Auditor’s Office

On Friday October 3, the Annual Texas American Society for Public Administration (ASPA) and Certified Public Manager Conference was held at the LBJ School of Public Affairs at the University of Texas at Austin. The Conference was sponsored by the Centex Chapter of ASPA, Texas State University’s William P. The Texas Conference featured 2 plenary speakers. Delivering the William P. Hobby Distinguished Lecture was former US Senator and Ambassador, the Honorable Robert Krueger. The title of Dr. Krueger’s Lecture was When Should the United States Intervene: A look at Foreign Policy, Yesterday, Today & Tomorrow. (Lecture text.) Dr Krueger told the audience of about 150 participants that US government intervention would have been justified in Burundi but was not justified in Iraq.Harvey Krongberg, Editor of the Quorum report conducted the morning plenary session. The Texas ASPA & Conference also featured a series of breakout panels which focused on dealing with cutback management in Texas state & local government. Speakers on the one panel were Ms. Sheila Beckett, Executive Director, Texas Employee Retirement System, Laura Huffman, Assistant City Manager, Austin, Texas, Dennis Campa, Director, City of San Antonio’s Department of Community Initiatives and Chuck Pinto, City Manager of New Braunfels, Texas.Speakers on a second panel on cutback management were The HonorableSherri Greenberg, Adjunct Professor, LBJ School of Public Affairs & former Member of the Texas House of Representatives, John Stephens, Acting Assistant City Manager, City of Austin & Jim Smith, Director of Aviation, City of Austin. A third panel of interest was Dealing With Fraud and Abuse of the Public Trus. It was chaired by Dr. Bill Beck, Professor & Director of the Center for Fraud Research, The LBJ School of Public Affairs, UT Austin.
