Texas State University’s William P. Hobby Center for Public Service was a major participant at the 2013 Texas City Management Association (TCMA) Conference which was held from June 20 – 23, 2013 in San Marcos, Texas. In addition to being a “Bronze” Sponsor for the Conference, Dr. Howard Balanoff and CPM faculty from the Hobby Center participated in many ways in order to make the conference a success.
One of the major contributions of the Hobby Center was to provide a Track of breakout sessions for TCMA Conference participants. The following CPM faculty presented breakout sessions at the Conference which lasted between 1 – 1 ½ hours each. Ms. Sue Breland, Mr. Bijan Afkami, Mr. Dustin Haisler, Dr. Walter Wright & Dr. Howard Balanoff. Dr. Wright and Dr. Balanoff also serve as faculty in the Texas State University Political Science Department and Masters in Public Administration (MPA) Program.
Highlights of the TCMA Conference included the presentation of 3 TCMA Barney Knight Scholarships to Texas City Management Association members. The 3 scholarships were for managers to attend the Texas Certified Public Manager (CPM) Program. CPM Scholarships were awarded to Jennifer Garver, City Manager of Uvalde, Texas, Joshua Smith, Human Resources Director of the City of Schertz, and Kathy Pollock, Code Enforcement Officer and Assistant to the City Administrator for the City of Somerville Texas.
In addition, Texas State University MPA Graduate Mike Eastland, Executive Director of the North Central Texas Council of Governments received a plaque recognizing his 40 years of service to the Texas City Management profession and John Milford, the Director of the Certified Public Manager (CPM) Program for the Lower Rio Grande Valley received the Terrell Blodgett, Educator of the Year Award for his service to students and practitioners in the public management profession.
