TILE Program

The Texas Health and Human Services Commission's Office of Inspector General provides training to Medicaid providers, contractors, their employees, and staff from other state agencies that are involved in the administration of health and human services.

This certification course on the Texas Index Level of Effort (TILE) is intended for long-term care nurses and other providers of long-term care in an institutionalized setting, and for nurses and providers associated with the Department of Disability and Aging Services Community Programs. It is designed to provide providers the requirements for completing assessments for Texas Medicaid payment.  

Texas State University, in cooperation with the Office of Inspector General has made this training available through its long distance program.  There are two choices of deliver methods - online or as a traditional print-based workbook.

2008

4/1/08              RUG Training begins, can still enroll in TILE training, 3652's can still be submitted
                                         with current TILE certification

5/25/08            Last day to enroll in TILE print-based workbook course with full 90 days to complete;
                                         online course still available

                8/1/08              Deadline to submit PAPER 3652s (must have current TILE certification)  

8/24/08            Deadline to complete TILE print-based workbook course

8/24/08            Last date to submit ELECTRONIC 3652 forms prior to conversion - except Purpose
                                         Code E for Recovery of Lost Payment on TILE (must have current TILE certification)

 9/1/08             Official conversion and submission of MDS Assessments in Nursing Facilities and MN &
                                        LOC assessments in Community Services Programs begins.

 

2009

 5/28/09            Last day to enroll in TILE online course with full 90 days to complete

 8/1/09              Last day to enroll in TILE online course (only 16 days to complete)

 8/17/09            Deadline to complete TILE online course

 8/24/09            Last date to submit 3652 Purpose Code E (recovery for lost payment on TILE) -must have current                                                        TILE certification

  

Technical Requirements for Online Delivery Method

Connection to the Internet

A working email account through paid Internet providers, or from Yahoo or Hotmail (free)

A web browser such as Firefox 2.0 or higher or Internet Explorer 6.0 or higher – must allow security settings that enable Javascript and Java and can accommodate both

Adobe Acrobat Reader 4.0 or higher - free Acrobat Reader can be downloaded from                                                          http://www.adobe.com/products/acrobat/reastep.html        

If you have a pop-up blocker on your browser, you may need to turn it off or tell it to allow pop-ups.  Another problem could be the firewall on the computer. This problem will have to be taken care of by your computer technician.

 

Payment Information

The course fee is $30.00 for the online course and $40.00 for the workbook.    The materials are the same regardless of which delivery method you choose.

There are no refunds.

Payments can be made with a personal or company check; money order/cashier’s check or credit card (Visa, MasterCard, American Express or Discover).

For credit card payments, after submitting your application, call the Texas State University Office of Continuing Education at (512) 245-7118 to provide credit card information. We suggest leaving your information on the secure recording to expedite processing.

Please be sure to include your name with this correspondence. 

Once your payment has been received, it will be matched up with your application for processing. Payments will not be processed without a corresponding application.

Receipts are not automatically sent out, but can be emailed upon request.

 

Enrollment Notification

You will receive a workbook, or receive an email with your user name, password and the link to the training.  During heavy registration periods, this can take up to a week or longer.  Please contact our office if necessary.  Do not contact TRACS.

Occasionally notification emails are caught in junk mail / spam folders. Be sure to check these locations before contacting our office.

There are no rushes – do not delay. We suggest a minimum of 2 weeks to allow for any problems that might occur with your application, payment, internet provider, personal timing issues in completing training, and receipt of notification of completion.
 
 

How to Enroll 

To enroll using a paper application (print-based delivery method only), call (512) 245-7118 (8-5 M-F) and request to have one mailed or faxed to you.

To enroll for the online course, fill out the online application in it’s entirety (incomplete applications will not be processed) and hit the submit button at the bottom of the page. Be especially careful when entering your email address, as it will be used to send your username and password to access the training materials and where we will send your certificate.

HHSC Nurse Reviewers are to indicate NURSE REVIEWER in the position/title section on the oapplications. Your position will be verified and your enrollment processed without you having to make payment.

Nurses with OUT-Of-STATE licenses - If your license number is from a neighboring state and only contains 5 characters, add a “O” (zero) to make 6 characters. You will be required to enter all 6 characters when submitting forms to TMHP.

If you are an administrator or other professional without a license number, enter "000000" (six zeros) for the license number and "Not Applicable" for the issuing state.

Course Completion

After completing the course, within one week you will be sent an email indicating as such.  This email is your acknowledgement of completion.  We suggest printing several copies; one of which should be kept on file at your facility.  You will be removed from the online course within a week or so of completion.

We also encourage you to fill out and submit the course evaluation.  From the Blackboard homepage / Welcome page, access the evaluation by clicking on the course in which you are enrolled (in My Courses section) > Assignments (in left margin) > Surveys > click here (under Course Evaluation).

 

Additional Fees

Returned check fee - $30.00

Replacement Email with acknowledgement of completion - $25.00.  If you do not receive your proof of completion email, you must contact us within 30 days of completion or you will need to pay the replacement fee.

Sending information after 3rd attempt - $25.00 each additional attempt

Transfer fees (course to course or person to person) - $25.00

Processing you out of additional enrollments when application and payment are submitted multiple times. - $25.00
