Enterprise Risk Management
In the past few years, Texas State
University-San Marcos has been moving toward the implementation
of institutional compliance and enterprise risk management.
Both of these proactive programs are intended to identify and
mitigate risk encountered throughout the University on an
ongoing basis. A major element of the program was the
appointment of a Compliance Committee in early December which is
charged with ensuring compliance controls are in place within
each member’s area of expertise. In addition, our ethics,
compliance and fraud policies are being updated and a hotline
poster is being developed to further emphasize the tone at the
top, also addressed by the Honor Code implemented last fall, but
with a broader scope.
On April 18, 2005, David Crawford,
formerly of the University of Texas System Audit Office and now
internationally recognized expert on enterprise risk management,
made a presentation to the President’s Cabinet. On April
27, Mr. Crawford provided a more in depth session for members of
the Compliance Committee, individuals who will be responsible
for assessing risk, and anyone who has an interest in learning
more about enterprise risk management. This process will
be used to develop the University’s audit plan for fiscal year
2006 as well as to continually manage risk.
