PURPOSE

  1. The Council of Academic Deans is responsible for reviewing University Policy and Procedure Statement (UPPS) documents to assure that those statements fulfill the mission of the University. The review process outlined below is in accordance with the standard university process (see Attachment A) and is intended to simplify that review process while maintaining an opportunity for review by interested members of the academic community.

PROCEDURE

  1. The UPPS review process in the Division of Academic Affairs normally begins when members of the President's Cabinet (PC) receive the agenda of UPPSs that are scheduled to be reviewed in the near future. The Provost and Vice President for Academic Affairs distributes that agenda to deans and directors in the division and to the Chair of the Faculty Senate. A special review outside this regular cycle may be requested or a new UPPS initiated by bringing a draft UPPS to the attention of the Council of Academic Deans at one of its meetings.
  2. Once the agenda of UPPSs is distributed, the reviewer is responsible for bringing through the appropriate dean the revised UPPS or a memorandum indicating that no changes are recommended to Council of Academic Deans two weeks prior to the President's Cabinet review date. If other areas have comments those should be sent to the appropriate dean well in advance of the Council of Academic Deans' "two weeks prior" review date so they can be included in that dean's draft. An electronic copy of most UPPSs is available from the Provost Office.
  3. Each UPPS being reviewed is placed on the Council of Academic Deans' agenda no later than two weeks before President's Cabinet action is scheduled.
  4. This schedule does not permit extended discussion at Council of Academic Deans and a return to agenda date is inappropriate unless the dean who is reviewing the policy has received comments that require a policy decision at Council of Academic Deans or unless the dean wants to suggest major changes.
  5. During the time between Council of Academic Deans' approval and a return to the President's Cabinet agenda, the dean's/director's office will prepare a final revised document in the appropriate format clearly marked as "Draft" and mail it electronically to the Administrative Assistant in the Provost Office for the President's Cabinet meeting.
  6. If President's Cabinet members make additional revisions the Provost Office will incorporate those changes. If the changes are substantial and affect divisional operations the Provost Office will distribute the changes to the academic deans and directors for review.
  7. The Provost Office will prepare and submit the approved UPPS to the Office of Institutional Research and Planning for distribution.
UPPS's FROM OTHER DIVISIONS

  1. When the agenda of UPPSs is distributed, administrators should review pertinent UPPSs which are to be reviewed by other vice presidential divisions and send comments to the appropriate vice president with a copy to the Provost and President's Cabinet members.
  2. When a UPPS comes up at President's Cabinet, PC may recommend approval of the UPPS without further review. If the modifications are substantial and affect divisional operations, the Provost Office will distribute the changes to the academic deans and directors for review. Comments should be sent to the appropriate vice president with a copy to the Provost and members of the President's Cabinet.
CERTIFICATION STATEMENT
  1. This PPS has been approved by the reviewer listed below and represents Texas State's Division of Academic Affairs policy and procedure from the date of this document until superceded.
